In Acts 1:5,8, Jesus says, "For John truly baptized with water; but ye shall be baptized with the Holy Ghost not many days hence... But ye shall receive power, after that the Holy Ghost is come upon you: and ye shall be witnesses unto me both in Jerusalem, and in all Judaea, and in Samaria, and unto the uttermost parts of the earth."
God promised to send His Spirit, and Acts 2:1-4 tells how it happened:
And when the day of Pentecost was fully come, they were all with one accord in one place. And suddenly there came a sound from heaven as a rushing mighty wind, and it filled all the house where they were sitting. And there appeared unto them cloven tongues like as of fire, and it sat upon each of them. And they were all filled with the Holy Ghost, and began to speak with other tongues, as the Spirit gave them utterance.
Acts 2:14 tells us that Peter stood up and preached, and 3,000 people came into the Kingdom of God that day (v41). It was the first Holy Ghost-anointed sermon preached by a born-again man. Acts 2:38-39 says:
...Peter said unto them, Repent and be baptized every one of you in the name of Jesus Christ for the remission of sins, and ye shall receive the gift of the Holy Ghost. For the promise is unto you and to your children, and to all that are afar off, even as many as the Lord our God shall call.
The promise of the Spirit belongs to every person who belongs to Jesus Christ and is saved. It belongs to anyone who accepts the call of God. That promise is available to you today.
To receive the gift of the Holy Spirit, pray this prayer:
Lord Jesus, I believe that You are raised from the dead and that You are Lord of all. Thank You for forgiving me of my sin and for cleansing me of all unrighteousness. Lord Jesus, right now I receive the baptism of the Holy Ghost, and I will speak with other tongues as the Spirit gives me utterance. In the Name of Jesus, I believe, I receive, and I will speak in Jesus' Name. Amen.
